They have to be able to attract enough riders to make their service worthwhile. For example, Capital Metro may change the times for certain bus lines so that riders can better access them from different points in the city. They may also change bus stops so that riders can easily access them from different parts of town. In addition, they may offer incentives such as free tickets or free rides for students with a valid school ID. All of these things should help them significantly increase ridership on their bus lines.

The final factor that determines when buses run is how many people are on each bus line at any given time. This is referred to as headroom, and it allows for extra time for passengers after each bus arrives.
